- 1. Application of the Constitution & the Taif Agreement
The full application of the Constitution and the Taif Agreement, without any segmentation, is the starting point for the achievement of the objectives outlined in the preamble of the Constitution, while taking into consideration all constitutional reforms required for the development of the Constitution to serve the society.
- 2. The Civil State
A. Civil State, as a political model for governance in Lebanon, is a key point for breaking the cycle of successive crises and establishing the stability and security required for the protection of society, reconfiguration of power, and the building of institutions.
B. Employees in the public sector are chosen based on merit and competence, regardless of religious, sectarian or family affiliations.
C. A senate is formed in which the spiritual families are fairly represented and their rights are protected. The senate’s role will be limited to fateful matters. Representation in the parliament becomes on a non-sectarian basis.
- 3. Freedoms
All freedoms guaranteed in the preamble of the Constitution and in all its articles and all human rights are protected rights with no place for violence or political coercion.
- 4. Citizenship & Equality
All members of society are equal in rights and duties before the law without privileges for any customs or inherited or gender norms. Gender equality is ensured at all levels and in all fields, including in the public and private sectors and public offices.
- 5. Expanded Administrative Decentralization
Expanded administrative decentralization is a key structural reform that would expand democratic participation. It allows local bodies elected by the people and accountable to them to respond to people’s needs, improve the quality of life and protect the environment, under the auspices of a central state that embraces and guarantees the sovereignty, freedom and independence of Lebanon (land, people and institutions) as a final homeland for all its citizens without fragmentation, division or settlement.
- 6. Judicial & Supervisory Bodies
An independent judiciary is established in accordance with the Constitution, and laws are amended to ensure its independence and allow justice to be secured for all citizens without interference by the political authorities, so as to establish trust in legal justice.
The role of the supervisory bodies is strengthened to ensure their effectiveness after reforming and modernizing them.
- 7. Elections
The people are the source of all powers. Citizens shape their own future by participating in the electoral process and in all public affairs, with an electoral law that accurately reflects popular will, holds representatives accountable for their actions, and encourages the formation of cross-sectarian coalitions. Thus, it is necessary for an independent national body to manage and supervise all parliamentary and local elections in a way that guarantees proper and equitable representation.
- 8. Social Safety Net
Every citizen has the right to quality health care, healthy environment, comfortable retirement, trusted social security, adequate housing and effective programs to protect people with limited income.
- 9. Education
Education at the highest levels is equally available to all and based on the best and most technologically advanced educational programs worldwide. Formal education is free and mandatory for all citizens.
- 10. Economics & Finance
A. The general economic environment is stable and conducive to an economy that enhances competitive advantages and secures prosperity, job opportunities, fair and balanced growth, and the re-establishment of the middle class based on a progressive tax system.
B. The right of property ownership is considered a sacred right. Private enterprise and the flourishing of entrepreneurship is encouraged.
C. The Lebanese Republic has a stable and orderly financial and banking system that finances the economy effectively and is conducive to restoring confidence in the national currency.
D. The Lebanese Republic has solid legal and regulatory foundations that apply the rules of fair competition and prohibit monopolies, cartels and special interests in the business environment. These foundations enhance the ability to attract productive investments that raise the telecommunications, electricity, transport and all infrastructure sectors to global levels, as well as lead to the development of green economy and renewable energy, protection of the environment and the development of digital economy and creative and traditional industries, which will strengthen Lebanon's differential advantages.
- 11. Sovereignty
A. The Lebanese Republic has exclusively, through its strong national army and security forces, to enforce the law on the entire Lebanese territory, impose security, maintain peace and protect the Lebanese borders.
B. The sovereignty of the state is absolute and complete, indivisible by land, sea, air and natural resources such as water, oil and gas. The Lebanese Republic, through its constitutional institutions, takes all decisions related to its internal affairs and foreign policy on the basis of the supreme national interest solely, including the conclusion of alliances and treaties and the decision of war and peace. It distances itself from external disputes and does not interfere in the internal affairs of other countries.
- 12. Refugees
The Lebanese Republic opposes all types of settlement and, with the assistance of the international community, provides adequate living conditions for refugees while supporting their safe and dignified return to their homeland.
